What is e-BillsPay?

This is an acronym for Electronic Bills Payment which is a collection platform managed and operated by the Nigeria Inter-Bank Settlement System Plc (NIBSS) that accepts payments from customers via Internet Banking, Bank Branch, and USSD channels.

e-BillsPay is used to facilitate the payment of different Bills, Fees, Levies, Premiums, Airtime, and Subscriptions, etc. by the banking public through electronic payment channels provided and managed by Banks.

How can a biller be onboarded?

Customers are onboarded through the following options:

  1. Back-end configuration – No validation (Simple Integration)
  2. API Integration via Secure Connection (VPN) – Validation & Notification (Complex Integration)
How long does it take to onboard a biller?
  1. Simple integration – 7 working days after management approval
  2. Complex integration – 1 month after management approval
What are the connection requirements?

e-BillsPay is securely hosted at NIBSS from where all banks, billers and biller aggregators connect to it via a secure network tunnel called the Virtual Private Network (VPN).

e-BillsPay connects to the billers to validate data and notification of successful payments, and connects to the Bank for customers to view list of billers and payment receipt after a successful transaction.

What payment channels are available on e-BillsPay?

The following payment channels are currently available:

  1. Bank Channels (Branch & Internet Banking)
  2. USSD Channel – *565*6*Biller Code#

What is the NQR solution?
They are barcode-like tokens that mask data. These tokens are then used for data transmission for payment authentication
Who are the users of the NQR Solution ?

The users are:

  1. Financial Institutions / Banks
  2. PSSPs.

What are the Types of NQR
  1. Static NQR: they are re-usable QRs that can also be printed.

What is the role/ functions of the Financial Institutions (Banks)/ PSSPs?

The Financial Institutions are to:

  1. Banks integrate to the service and deploy to their APPs to enable customers issue or make payments using NQR functions on their mobile APPs.
  2. Banks Onboard merchants to the service and generate NQR codes for them to acquire NQR transactions/ Receive payments using NQR.
  3. PSSPs are expected to Deploy QRs at Agent locations for customers to be able to make payments.
As an institution, how do I onboard on NQR for my Merchants?

The institution is expected to provide necessary information to be onboarded on the NQR portal to acquire transactions and integrate to the service APIs and deploy on APPs for customers to make payments using the service.

How do I get my QR code as a Merchant on this solution?

The merchant provides details required to their banks and are profiled on the NQR portal. The institution is also expected to created Sub-merchants under the merchants for which QR codes can be generated.

What is the pricing model for NQR transactions

The pricing model as well as the sharing formula is captured in the NIBSS pricing Compendium.
